This is an OEM recommended part for a unique manufacturer design specific to these model saws: a bushing slides over the crank shaft and creates a potential source for air leak between it and the crank bearing it seats onto. The o-ring is supposed to  stop this leak. The problem is the 0-ring is extremely thin and fragile. I'm not convinced it does much. Personally,  I wouldn't purchase it again for future rebuilds. Just put a bit of gasket sealant there instead. Also, I suspect when you thread the clutch back on that it will seal off any possible air leak at this spot anyway.
